Project Description

The FEWSNET 7 initiative is anticipated to start in 2017 and will run through 2023. The program will build on previous FEWSNET projects to deliver early warning, information and analysis of acute food insecurity for the US Government, foreign national and local governments and non-governmental organizations.

Desired candidates will have field experience in Sub-Saharan Africa, Asia and/or Central America and will consider themselves a mid-level (5-12 years of relevant experience) or senior-level (12+ years of relevant experience) expert in one or more of the following categories:

  • Food Security
  • Agricultural and Livestock Production
  • Value Chains and Marketing
  • Agricultural Trade and Investment
  • Monitoring, Evaluation & Learning

Prior experience working indirectly or directly with previous FEWSNET initiatives preferred but not required

The position: Under the supervision of the Country Director or the Deputy Country Director, the Nutrition and Health Coordinator, will be responsible to define the strategies and coordinate activities of Action Contre la Faim in the fields of Nutrition and Health

Design, develop and evaluate actions in the field of nutrition and health

  • Collect and quality control of monitoring, follow up and evaluation data
  • Maintain quality for the nutritional situation analysis

The Applicant: You hold a Master degree in Nutrition, Public Health or Medicine with 2 years minimum of field experience in the coordination of nutrition programmes, in emergencies and in developmental contexts.

You are recognized for your technical expertise in CMAM and/or SMART and your good writing capacities. You have also a good knowledge and experience in Health System Strenghtening, and have the ability to train and coach your team with efficacy.

Excellent diplomacy, negotiation and representation skills are required thus team management experience.

You are also able to manage stress in complicated security environment.

You are able to work both in a French and English context (Fluent in French and English required)

Gross monthly salary ranging from €1805 to €2305 depending on relevant experience + 15% Roving Allowance = €2075.75 to €2650.75

    NRC is implementing the South Sudan Rural Development Program (SORUDEV)-Smallholder component in Warrap State with funding from the European Union. The over-arching objective of the SORUDEV projects is to contribute to increased food security, reduced vulnerability and enhanced livelihoods of rural households in South Sudan. The priority focus is on displacement affected groups including, returnees and host communities. Over 80% of the population in South Sudan derives their livelihood from agriculture, with the majority producing at subsistence level. The sector contributes about one third of the country’s GDP despite its current state of under-development. By focusing on smallholder farmers, the project seeks to make a significant contribution towards economic growth and poverty reduction. The action seeks to achieve one specific objective namely; to increase and diversify agricultural production and income for smallholder farmers in Warrap State. The project is being implemented in 4 of the 6 Counties of Warrap State namely Gogrial West, Gogrial East, Tonj South and Twic.
    The Overall Evaluation Purpose;
    The overall objective of this evaluation is to document and inform the stakeholders (donors, partners and beneficiaries) of the program’s relevance, effectiveness, and sustainability, the potential impact, challenges and the lessons learned for project improvement in the next period.

ACF has been operating in Afghanistan since 1979, with a strong focus on emergency response to human-made and natural disasters, targeting primarily refugees, Internally Displaced Persons, and flood/drought affected populations. Over the years, ACF has expanded the focus of its’ intervention from short-term, more emergency to longer term projects aimed at addressing chronic vulnerabilities of the communities and strengthening their capacity to prepare to, and cope with disasters. Sector-wise, ACF has established itself over the past 25 years as a prominent Nutrition and WASH actor, with recognized expertise in these two sectors and active membership to sectorial Clusters where ACF is active in the Nutrition Cluster as well as the co-lead of the Nutrition Assessment and Information Management Working Group and co-lead of the IMAM Technical Working Group also as a member of the IYCF Technical Working Group. The Nutrition Head of Department is an integral member of all these groups and has the unique oppotunity to influence the nutrition sector at the national policy level.

As per its mandate and global strategy, ACF has been working extensively in the field of nutrition, through integrated programs aimed at reducing under-5 morbidity and mortality. I. Background on ACTED

ACTED develops and implements programs that target the most vulnerable amongst populations that have suffered from conflict, natural disaster, or socio-economic hardship. ACTED’s approach looks beyond the immediate emergency towards opportunities for longer term livelihoods reconstruction and sustainable development.

In 2012, ACTED has undertaken an expansion of activities in South Sudan. A Juba level coordination office was opened in 2011, and in 2012 the capital office has expanded to provide additional support to our field offices that opened in Bentiu, Unity State, and Malakal, Upper Nile State. The rapidly changing situation in South Sudan over the past months has led ACTED to up-scale its emergency response capacities, while also continuing to provide basic services in the traditional areas of intervention.
Since January 2012, ACTED has been providing refugee and IDP assistance in Unity and Upper Nile states. In Maban County, this assistance has focused on the life-saving assistance to refugees from Blue Nile State, Sudan. ACTED as camp manager for Jamam refugee camp has strived to provide the basic needs for the population including shelter, waste management, livelihoods, and construction of community infrastructures.
Additionally, ACTED has responded to the new refugee influx in May with the provision of shelter and emergency latrines at transit sites while providing transportation assistance to refugees relocating to permanent settlements. In Unity state, ACTED has focused on the provision of livelihoods assistance to refugees in Nyeel and Pariang refugee camps.
ACTED also continues to build on its traditional areas of intervention, focusing on food security and livelihoods in Western Bahr el Ghazal and Warrap, and water, sanitation and hygiene in both states as well. Tonj North in Warrap was also a new area for ACTED where a Community Led Total Sanitation (CLTS) project is being implemented in the underserved area. All of these interventions continue to provide both basic and live-saving assistance to vulnerable populations throughout South Sudan.

III. Position Profile

Under the supervision of the Area Co-ordinator for Unity and the Country Director, the Program Manager, Food Security and Livelihoods will be responsible for implementing a program in newly-constructed refugee camps in 2 locations in northern Unity State. The Program Manager will be responsible for a program whose main components are: (1) distribution of seeds and tools to refugees; (2) distribution of vegetable gardening kits and training in vegetable gardening and (3) start-up of Savings and Loans Associations.

  1. Management of the food security and livelihoods program in Unity State

a. Establish, monitor and support the local project teams in achieving the project objectives
b. Plan for delivery of project results and supervise activities on the ground
c. Ensure that project objectives are met
d. Support development of project and respond to a rapidly-changing refugee situation
e. Provide regular internal reporting, using standardized tools such as the Project Management Framework
f. Participate directly in the writing of monthly, intermediate and final reports together with the Reporting Department. This will include the collection of accurate data on project results and objectives, supported by appropriate information and analysis.
g. Monitor both the financial and the reporting progress of the project, and work with the Finance and Reporting teams to request amendments when necessary.
h. With the support of the area co-ordinator, recruit and train local teams
i. With the support of the area co-ordinator and other teams, work to manage logistics, finance and administrative aspects of the project.

  1. Provision of Technical Expertise

a. Provide regular technical support, when necessary, to project managers and the area co-ordinator in the area of food security and livelihoods.
b. Participate in the co-ordination and conduct of needs analyses, project evaluations and tenders, with the Country Director and others
c. Actively participate in the development of project proposals through the provision of technical expertise
d. Collaborate with local authorities, UN organizations and others to identify needs in the food security and livelihoods area

IV. Qualifications

  • Minimum of 1 year of progressive previous experience with other NGOs or UN agencies in food security and livelihoods
  • Degree in agriculture or agronomy preferred; degree in relevant subject (international development, economics, sociology, humanitarian situations) a must
  • Knowledge of project management techniques and demonstrated ability to manage
  • Strong analytical capacity
  • Significant experience in finance and logistics
  • Computer knowledge is a must (Excel, Word …etc.).
  • Ability to work under stressful conditions.

Senior Trade and Food Safety Consultant, Southern Africa

The assignment will require field research and regional travel in southern Africa.

United Nations World Food Programme (WFP) is inviting non-governmental organizations (NGO) to submit proposals for the implementation of the activities in the framework of WFP Emergency Operation in Ukraine 200765 “Emergency assistance to civilians affected by the conflict in Eastern Ukraine” (EMOP).

Background

WFP Emergency Operation in Ukraine provides food assistance through in-kind parcels and cash based transfers (CBT) to the most vulnerable internally displaced persons (IDPs), returnees, host families and individuals trapped in conflict hotspots. WFP aims to improve food security for those affected by access and availability issues related to the conflict in Ukraine where it was present since March 2014. Since January 2016, with the available resources and against a conundrum of access-related challenges, WFP has reached about a total of 250,000 beneficiaries (almost 94 percent of BR4 planned beneficiaries). In particular, WFP has provided CBT to about 60,000 people, as planned, mostly to IDPs residing in government-controlled areas (GCA). In addition, over 190,000 people, residing in non-government controlled areas (NGCA) and in the Buffer Zone (BZ), have received locally-purchased food parcels and are currently being targeted with more rounds of assistance. The latest WFP Food Security and vulnerability Assessment (FSA) found that approximately 1.5 million people were food insecure, and that 290,000 people were severely food insecure, especially in Luhansk and Buffer Zone (BZ) areas.

Overview

Over the period of six months (1st of July – 31st of December 2016), WFP aims to provide food assistance to 280,000 severely food insecure individuals in conflict-affected eastern Ukraine, subject to available resources. Four rounds of WFP assistance will address food security needs, which are more critical during the winter months, undermining the resilience of the most vulnerable population groups, especially those living in non-government controlled areas (NGCA) and along the buffer zone (BZ). Eligibility of beneficiaries will be verified against Food Security Cluster (FSC) targeting criteria. Geographical areas of operations include Donetsk and Luhansk oblasts.

Scope of Activities

I.CBT Component

a. 60,000 beneficiaries to receive monthly assistance with four rounds of CBT. This will either be done through value vouchers (which the beneficiaries can redeem for selected food items in approved shops) or/and through direct cash transfers. The transfer value of one round is approximately USD 21.5 per person per month. This activity will be implemented in relatively secure government-controlled areas (GCA) with adequate food supply and where markets and financial infrastructure are well-functioning.

II.In-kind Component

a. 200,000 beneficiaries to receive assistance through four rounds of monthly distribution (with planned allocation of 800,000 food parcels). Each food parcel contains eight commodities (parcel weight: 14.36 kg), sufficient to meet the food needs of one person per month. This activity to be implemented in NGCA and BZ.

b. 20,000 beneficiaries staying at health and social institutions to receive assistance through four rounds of monthly distribution (with planned allocation of 80,000 food parcels). Each food parcel contains five commodities (parcel weight: 16.29 kg), sufficient to meet the food needs of one person per month. This activity to be implemented in NGCA and BZ.

Around 70 percent of the WFP caseload will be covered under general food distribution (GFD).

The remaining 30 percent will be targeted through early recovery activities. These small-scale household-level food for asset (FFA) activities will be refined and identified by the selected NGO in coordination with WFP, based on consultations with local authorities and communities, including final selection of locations, partners and participants. The objective is to enhance local livelihoods tailored to the specific local environment, using a multi-sectorial and multi-stakeholder approach. The activities will focus on productive, social infrastructure rehabilitation and support to household-level agriculture, on the basis of participatory approaches and gender- analysis. On average, up to 20 percent of the population of large cities and up to 50 percent of the population of small towns and rural areas in the east engaged during summer periods in growing food (mostly vegetables and fruits) in their own land, garden, or cottage (half of products being sold). These activities will be an alternate to income generating amongst the households in eastern Ukraine.

Responsibilities and Eligibility

The selected NGO will be responsible for identifying beneficiaries, distribution, monitoring, and reporting; including sharing of lists with WFP following appropriate data protection protocols.

To be eligible for selection, the NGO must provide proof of having valid registration and bank account in Ukraine. For implementation of activities in NGCA, the NGO must provide proof of accreditation/registration from de-facto authorities.

Please note that any NGO can submit Project Proposal for either or both components for full or partial caseload.

Through the project, USAID/Bangladesh seeks to impact rural household nutrition by improving the utilization of livestock products, and Food Security. The Feed the Future Bangladesh Livestock Production for Improved Nutrition Project aims to increase livestock productivity through increased access to better livestock management techniques and primary animal health care services, improve access of rural households to hygienic, diverse, and quality food in order to enhance nutrition and health status, especially of women and children.

Position Summary:

The Training Specialist, Animal Husbandry and Nutrition Management will be the lead trainer for Private Sector Entrepreneurs (PSE) on all aspects of Animal Husbandry and Nutrition Management. S/he will develop curriculum, appropriate training module and extension materials which are useful for the Animal Husbandry PSEs. S/he will conduct the training according to the curriculum and module in the different regions of Feed the Future ZOI. All these training will be at or close to farm level and during the suitable hours of PSEs. S/he will visit field/farms frequently and incorporate field experiences with the training participants (PSEs) which will, eventually enhance the knowledge of farmers in animal husbandry and nutrition management through assistance and vigilance of PSEs in the locality.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develop curriculum and appropriate training module and extension materials which are useful for the animal husbandry and nutrition PSEs;
  • Conduct Training on animal healthcare management as the lead trainer;
  • Develop the local expert into trainer who will impart follow up/refreshers’ training o the PSEs;
  • Provide training on the housing, care and management of milking cows to increase milk, decisions about milking period, different parameters to measure milk quality;
  • Conduct training on different steps for improved dairy cattle management to ensure disease prevention, increased milk production and profitability of dairy farms;
  • Provide training on how to calculate feed rationing for individual animals in the herd and other supplementary best practices to be adopted for effective nutrition uptake;
  • Provide training on how the use of feed technologies can influence the indicators of growth, productivity and production, such as average daily weight gain, age at first calving, calving intervals, calving rates etc.;
  • Conduct training on supplementary milk for calves for first three month;
  • Provide appropriate suggestions to the Team Leader Livestock to promote programming focused on improving livestock production and productivity;
  • Oversee capacity of the Animal Husbandry and Nutrition PSEs after receiving training;
  • Keep coordination with other training specialist and Team Leader Livestock to execute overall livestock program under the project;
  • Contribute to the cross-cutting goals of the program (i.e. gender and climate change)
  • Travel to field and Dhaka as required;

· All other duties as assigned by the Supervisor and or Chief of Party

KNOWLEDGE, SKILLS, AND ABILITIES:

· Hands-on experience in animal husbandry and nutrition management;

· Ability to develop appropriate curriculum for the PSE training on animal husbandry and nutrition management;

· Have experience to conduct training for the PSEs animal husbandry and nutrition management and sometimes staying at disadvantage areas;

· Have appropriate knowledge on small scale profitable dairy farm management at rural areas;

· Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for the LSP training;

· Awareness, sensitivity, and understanding of cross-cultural issues particularly in representing a US-based organization;

· Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure;

· Proven ability to successfully manage a team of diverse individuals. Strong mentoring and teambuilding skills;

· Proven ability to effectively use Microsoft Office including PowerPoint;

· Ability to travel within the Feed the Future ZOI including remote rural areas;

· Fluency in spoken and written English is required.

Required Qualifications:

  • Graduate in Animal Husbandry and Master degree on Animal Nutrition or related field is preferable ;
  • At least 10 years of hands-on experience in animal husbandry and nutrition management. A minimum 5 years of work experience in the developing countries, especially in the South Asia subcontinent, is appreciable;
  • Proven experience in training of farmers/PSEs in a context of similar scope;
  • Demonstrated supervisory experience with teams and professional groups in a cross-cultural environment;
  • Demonstrated experience with computer-based Microsoft packages (Excel, Word, and PowerPoint);
  • Excellent interpersonal and English communication skills, both verbal and written.

Agricultural and Livelihoods Director, Liberia

We are currently seeking an Agricultural and Livelihoods Director for the anticipated USAID Office of Food for Peace funded Liberia Development Assistance (DFAP) Program. This multi-year, non-emergency program is integrated with USAID strategies to address the underlying causes of chronic food insecurity. The program’s ultimate goal is to reduce food insecurity among vulnerable households. The program focuses on strengthening livelihoods and improving nutrition among children under five, incorporating disaster risk reduction and response mechanisms and conflict sensitive approaches.

Responsibilities:

The Agriculture/Livelihoods Director will lead planning, review, implementation and monitoring of agriculture and livelihood interventions and will supervise a range of technical specialists including crop, livestock, marketing, irrigation/NRM, access to credit, and group formation. Qualifications:

Job description

  • Responsibilities:
