United Nations World Food Programme (WFP) is inviting non-governmental organizations (NGO) to submit proposals for the implementation of the activities in the framework of WFP Emergency Operation in Ukraine 200765 “Emergency assistance to civilians affected by the conflict in Eastern Ukraine” (EMOP).
Background
WFP Emergency Operation in Ukraine provides food assistance through in-kind parcels and cash based transfers (CBT) to the most vulnerable internally displaced persons (IDPs), returnees, host families and individuals trapped in conflict hotspots. WFP aims to improve food security for those affected by access and availability issues related to the conflict in Ukraine where it was present since March 2014. Since January 2016, with the available resources and against a conundrum of access-related challenges, WFP has reached about a total of 250,000 beneficiaries (almost 94 percent of BR4 planned beneficiaries). In particular, WFP has provided CBT to about 60,000 people, as planned, mostly to IDPs residing in government-controlled areas (GCA). In addition, over 190,000 people, residing in non-government controlled areas (NGCA) and in the Buffer Zone (BZ), have received locally-purchased food parcels and are currently being targeted with more rounds of assistance. The latest WFP Food Security and vulnerability Assessment (FSA) found that approximately 1.5 million people were food insecure, and that 290,000 people were severely food insecure, especially in Luhansk and Buffer Zone (BZ) areas.
Overview
Over the period of six months (1st of July – 31st of December 2016), WFP aims to provide food assistance to 280,000 severely food insecure individuals in conflict-affected eastern Ukraine, subject to available resources. Four rounds of WFP assistance will address food security needs, which are more critical during the winter months, undermining the resilience of the most vulnerable population groups, especially those living in non-government controlled areas (NGCA) and along the buffer zone (BZ). Eligibility of beneficiaries will be verified against Food Security Cluster (FSC) targeting criteria. Geographical areas of operations include Donetsk and Luhansk oblasts.
Scope of Activities
I.CBT Component
a. 60,000 beneficiaries to receive monthly assistance with four rounds of CBT. This will either be done through value vouchers (which the beneficiaries can redeem for selected food items in approved shops) or/and through direct cash transfers. The transfer value of one round is approximately USD 21.5 per person per month. This activity will be implemented in relatively secure government-controlled areas (GCA) with adequate food supply and where markets and financial infrastructure are well-functioning.
II.In-kind Component
a. 200,000 beneficiaries to receive assistance through four rounds of monthly distribution (with planned allocation of 800,000 food parcels). Each food parcel contains eight commodities (parcel weight: 14.36 kg), sufficient to meet the food needs of one person per month. This activity to be implemented in NGCA and BZ.
b. 20,000 beneficiaries staying at health and social institutions to receive assistance through four rounds of monthly distribution (with planned allocation of 80,000 food parcels). Each food parcel contains five commodities (parcel weight: 16.29 kg), sufficient to meet the food needs of one person per month. This activity to be implemented in NGCA and BZ.
Around 70 percent of the WFP caseload will be covered under general food distribution (GFD).
The remaining 30 percent will be targeted through early recovery activities. These small-scale household-level food for asset (FFA) activities will be refined and identified by the selected NGO in coordination with WFP, based on consultations with local authorities and communities, including final selection of locations, partners and participants. The objective is to enhance local livelihoods tailored to the specific local environment, using a multi-sectorial and multi-stakeholder approach. The activities will focus on productive, social infrastructure rehabilitation and support to household-level agriculture, on the basis of participatory approaches and gender- analysis. On average, up to 20 percent of the population of large cities and up to 50 percent of the population of small towns and rural areas in the east engaged during summer periods in growing food (mostly vegetables and fruits) in their own land, garden, or cottage (half of products being sold). These activities will be an alternate to income generating amongst the households in eastern Ukraine.
Responsibilities and Eligibility
The selected NGO will be responsible for identifying beneficiaries, distribution, monitoring, and reporting; including sharing of lists with WFP following appropriate data protection protocols.
To be eligible for selection, the NGO must provide proof of having valid registration and bank account in Ukraine. For implementation of activities in NGCA, the NGO must provide proof of accreditation/registration from de-facto authorities.
Please note that any NGO can submit Project Proposal for either or both components for full or partial caseload.
The Project Proposal should be maximum 7 pages, in English, and should include:

Size of each attachment should not exceed 3 MB. The total size of the application should not exceed 8 MB. Every page of the proposal must be numbered and the application must have a table of contents. Large graphics files are discouraged. Attached file format must be Microsoft Word, Excel or PDF and printable on A4 size paper.

In case this approach will be utilised, the Applicant should clearly outline this, providing the full details of the partner(s) and specifying details on in what field the subcontracted NGO will be cooperating with the Applicant.*
